AAH: claiming the ASPA first at retirement age is no longer required
The 2017 Finance Act amends article L. 821-1 of the Social Security Code: the solidarity allowance for the elderly (ASPA) is excluded from the old-age benefits that disabled adult allowance (AAH) recipients must claim before the AAH, and any ASPA received is taken into account in calculating the top-up AAH. Applies to people reaching the relevant age from 1 January 2017.

Measure impact
AAH recipients reaching statutory retirement age from 1 January 2017: they no longer have to claim the ASPA in order to keep the AAH, which in particular avoids ASPA-specific rules such as estate recovery.
