Repeal of the waiting day for public sector employees on sick leave
Article 126 of the 2014 Finance Act repealed Article 105 of the 2012 Finance Act, which deprived public sector employees (civil servants, contract staff and military personnel) of their pay on the first day of each sick leave. In return, sick leave for civil servants in the three branches of the public service became conditional on sending the sick note within a set deadline, subject to penalties, from 1 July 2014 at the latest. A waiting day was reinstated on 1 January 2018 by the 2018 Finance Act.

According to the prior impact assessment, the waiting day had saved €164.3m in 2012; its repeal, net of the savings expected from tighter sick-leave checks, cost €157m a year (€58m State, €37m local authorities, €62m hospitals).
