Supplementary health insurance aid (ACS): full third-party payment and exemption from medical deductibles
The 2015 Social Security Financing Act extends third-party payment to recipients of the aid for supplementary health insurance (ACS): they no longer advance costs for either the statutory health insurance share or the share covered by their supplementary policy, when that policy is one of the offers selected by tender (2014 Social Security Financing Act). Until 31 December 2015, third-party payment on the supplementary share is limited to minimum coverage levels. The act also exempts ACS recipients from flat-rate co-payments and medical deductibles.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Applies to ACS recipients, households whose income slightly exceeds the CMU-C ceiling. From 1 July 2015, they receive third-party payment from health professionals and no longer pay the €1 flat-rate co-payment or medical deductibles. ACS was merged with CMU-C into the complémentaire santé solidaire on 1 November 2019.
