Exceptional State aid for short-time work at businesses damaged during the urban unrest of 17 and 18 October 2026
The decree creates exceptional State aid for businesses with fewer than 250 employees placed on short-time work (activité partielle) because of damage suffered during the urban unrest on the sidelines of the demonstrations of 17 and 18 October 2026. For each hour not worked between 17 October 2026 and 31 January 2027, the aid equals the difference between the short-time work allowance paid to the employee and the short-time work allocation paid to the employer, leaving the employer with no remaining cost.

Measure impact
Applies to businesses with fewer than 250 employees (headcount calculated under Article L. 130-1 I of the Social Security Code) holding a short-time work authorisation on grounds of damage linked to 17 and 18 October 2026, and able to show that a complaint was filed and, where applicable, that the damage was reported to their insurer. The aid covers hours not worked from 17 October 2026 to 31 January 2027; it is granted by the departmental prefect and paid by the Agence de services et de paiement through the short-time work website. Hours covered by business-interruption insurance are excluded. The amount may be reduced to respect the de minimis ceiling (Regulation (EU) 2023/2831). The decree does not cover the damage of 24 October 2026.
