Aid for the distribution of national newspapers and magazines sold by the copy
Decree No. 2026-372 of 13 May 2026 creates aid for the distribution of national press sold by the copy, for publishers of French-language national daily newspapers of political and general information and of certain publications meeting the conditions of Article D. 19-2 of the Postal and Electronic Communications Code. The aid equals the previous year's distribution cost (basic handling fees, wholesaler and retailer commissions, excluding printing, unsold copies and optional fees) multiplied by 40% for dailies meeting the conditions of Articles 2-1 to 2-3 of the decree of 12 March 1986, 30% for other dailies and for weeklies on sale for less than 48 hours, and 12.5% for other eligible publications. It is paid within the appropriations voted in the finance act, with a proportional reduction if they are insufficient. The decree repeals Decree No. 2002-629 of 25 April 2002 on press distribution aid and provides for a review before 31 December 2027.
