Aid for businesses that are heavy consumers of gas and electricity (2022)
Decree 2022-967 of 1 July 2022 creates a grant for businesses whose gas and electricity purchases amount to at least 3% of 2021 turnover and whose unit energy price at least doubled compared with 2021. The aid covers 30% of eligible extra costs (cap €2 million per group) if gross operating profit fell by at least 30%, 50% (cap €25 million) if it is negative, and 70% (cap €50 million) for the exposed sectors listed in the annex. First covering March to August 2022, the scheme is extended to 31 December 2022 (Decree 2022-1279) and then to 31 December 2023 with relaxed criteria (Decree 2022-1575).

Measure impact
Targets industrial and other energy-intensive businesses hit by price rises after the invasion of Ukraine. Applications are filed with the tax administration for each period. The Senate notes very low take-up of the appropriations under the initial version because of restrictive criteria.
