Universal emergency aid for victims of domestic violence
Law No. 2023-140 of 28 February 2023, based on a Senate bill, creates emergency financial aid for people who are victims of violence by their spouse, partner or civil-union partner, attested by a protection order, a complaint or a report to the public prosecutor. Paid by the family allowance funds or the MSA on behalf of the State within three working days (five for non-claimants), it is either a non-repayable grant or an interest-free loan depending on resources. Decree No. 2023-1088 of 24 November 2023 sets the amount at the flat-rate amount of the active solidarity income (RSA), increased according to the number of children, and opens it on 28 November 2023. The loan can be repaid by the convicted perpetrator.

Measure impact
A victim of domestic violence can obtain, once every twelve months, aid equal to the flat-rate RSA amount, increased for dependent children, and benefit for six months from the rights attached to the RSA. Above a resource threshold set as a percentage of the minimum wage, the aid takes the form of an interest-free loan.
