Housing benefits: tapering above a rent ceiling
Article 140 of the Finance Act for 2016 provides that the amount of the APL, the family housing allowance and the social housing allowance decreases above a first rent ceiling, which cannot be lower than 2.5 times the reference rent ceiling used to calculate the aid. Decree No. 2016-923 of 5 July 2016 set the tapering and cut-off thresholds. The measure applies to benefits due from 1 July 2016.

Measure impact
Recipients whose rent is well above the reference ceiling see their aid reduced, then removed above a second threshold. According to the housing ministry as quoted by the Senate, about 5% of recipients in zone 1 had a rent above 2.5 times the reference ceiling.
