Flat-rate allowance for former "new hires contract" (CNE) holders without unemployment insurance rights
Article 3 of Ordinance No. 2005-893 of 2 August 2005 creates a flat-rate allowance for workers involuntarily unemployed who held a "new hires contract" (contrat nouvelles embauches) for a minimum period set by decree, when they lack sufficient work history to be covered by unemployment insurance. The duration and amount of the allowance are set by decree; it is funded by the solidarity fund created by the Act of 4 November 1982, and its management may be entrusted to the Assédic. An agreement or a decree sets these employees' access to the personalised redeployment agreement.
