Creation of the daily carer's allowance to compensate carer's leave
Article 68 of the 2020 Social Security Financing Act creates the daily carer's allowance (AJPA), paid by family allowance funds and the agricultural social insurance fund to employees, self-employed workers, jobseekers and public servants who stop or reduce work to help a relative with a disability or loss of autonomy. The number of allowances is capped at 66 days over the whole career. Decree No. 2020-1208 of 1 October 2020 sets the daily amount at 11.335% of the monthly family allowance base (13.467% for a single person), with a half-day amount, for leave taken from 30 September 2020.

Measure impact
Carers taking carer's leave receive a daily allowance, up to 66 days over their whole career. Annex 9 of the 2020 social security bill estimated that 270,000 employee carers could be eligible and put the cost at €54-89 million a year during the catch-up period, then €21-35 million a year.
