Harkis: life annuity turned into an indexed recognition allowance, without means test and tax-exempt

Article 67 of the 2002 Amending Finance Act turns the life annuity for former auxiliary forces (harkis) and their surviving spouses into a recognition allowance indexed on consumer prices excluding tobacco, subject only to an age condition, and exempts it from income tax.
