Harki recognition allowance raised to €2,800 a year or replaced by a lump sum of €20,000 or €30,000
Article 6 of the Act of 23 February 2005 gives recipients of the recognition allowance (former harkis and members of auxiliary forces, and their surviving spouses) a choice between three options: keeping the allowance, raised to €2,800 a year from 1 January 2005; keeping the allowance at its 2004 rate plus a €20,000 lump sum; or a €30,000 lump sum instead of the allowance. It also provides a €20,000 allowance shared among the children where the former auxiliary and spouses have died, and for certain orphaned wards of the nation. Lump sums cannot be seized and are not taxable. Article 9 opens an exemption for former harkis aged 60 and over living in France since 1973 and naturalised before 1995. Implementing rules are set by Decree no. 2005-477 of 17 May 2005.
