Creation of the temporary waiting allowance (ATA) replacing the integration allowance
Article 154 of the 2006 Finance Act replaces the integration allowance (allocation d'insertion) with a temporary waiting allowance (Articles L. 351-9 to L. 351-9-5 of the Labour Code). It is paid monthly, subject to means testing, to adult asylum seekers while their application is examined, and to beneficiaries of temporary or subsidiary protection, certain foreign nationals holding a temporary residence permit and certain categories of people awaiting reintegration. People accommodated in a centre under social assistance, or who refuse an offer of accommodation, are excluded. Decree No. 2006-1381 of 13 November 2006 sets the daily amount at €10.04. The scheme came into effect with Decree No. 2006-1380 of the same day, published in the Official Journal of 15 November 2006. The ATA was abolished in 2017.
