Transitional solidarity allowance for some jobseekers born between July 1951 and 1953
Decree No. 2011-1421 of 2 November 2011 creates, as an exceptional measure, a transitional solidarity allowance (ATS) for jobseekers born between 1 July 1951 and 31 December 1953 who were receiving unemployment insurance benefits on 10 November 2010, reached 60 when their entitlement ended, have not reached the legal retirement age and have the quarters needed for a full-rate pension. The allowance guarantees a maximum daily amount of €33.18, subject to a monthly income ceiling of 48 times this amount for a single person and 69 times for a couple. It can also top up insufficient unemployment benefits. It is paid by Pôle emploi until the legal retirement age, retroactively from 1 July 2011; claims had to be filed by 31 December 2014. For these cohorts it offsets the higher legal age and the end of the retirement-equivalent allowance, kept only for its recipients at 31 December 2010.
