Creation of the self-employed workers' allowance (ATI)

Created by the law of 5 September 2018, the self-employed workers' allowance is paid to non-salaried workers whose activity has ended involuntarily, notably following compulsory liquidation. Decree No. 2019-976 sets its flat-rate amount at €26.30 per day in mainland France and most overseas territories, about €800 per month, and its duration at six months. The decree on the unemployment insurance scheme organises its coordination with the return-to-work allowance.

Measure impact

Self-employed workers who involuntarily lose their activity, previously without unemployment benefits, can receive a flat-rate income for six months, subject to prior income conditions set by regulation. Periods of benefit count towards pension rights.
