Annual calculation of the general employer contribution reduction ('Fillon reduction')
Article 12 of the 2011 Social Security Financing Act amends Article L. 241-13 of the Social Security Code. The general reduction in employer contributions on low wages, previously calculated each month, is now calculated over the calendar year: the coefficient depends on the ratio between the annual minimum wage and annual gross pay, with a maximum value of 0.26 at the minimum wage falling to zero at 1.6 times the minimum wage. Occupational accident and disease contributions are excluded from the reduction. The calculation and annual adjustment rules are set by Decree No. 2010-1779 of 31 December 2010.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Employers whose staff receive bonuses or variable pay during the year get a smaller reduction, as pay is assessed over the year rather than month by month. The Government estimated the measure's yield at €2 billion.
