Home-based personalised autonomy allowance (APA): new scale for beneficiaries' contribution
Decree No. 2003-278 of 28 March 2003 changes the contribution scale for beneficiaries of the home-based APA. People whose monthly income is below 0.67 times the third-party assistance supplement are exempt; between 0.67 and 2.67 times that amount, the contribution is progressive; above it, it reaches 90% of the care plan. According to the written question of Senator Jean-Noël Guérini (Senate Official Journal, 20 February 2003), the exemption threshold thus falls from €949 to €623 per month and the maximum contribution rate rises from 80% to 90%. The new scale applies to applications filed from 1 April 2003 and to existing beneficiaries when their rights are reviewed. Act No. 2003-289 of 31 March 2003 also opens home-based rights from the date the decision is notified.
