Business start-up or takeover aid (ARCE) raised from 45% to 60% of remaining entitlements
Decree No. 2023-33 of 26 January 2023 on unemployment insurance replaces, in Article 35 of the unemployment insurance rules, the 45% rate with 60% for calculating the business start-up or takeover aid (ARCE). This aid, paid as a lump sum by Pôle emploi to jobseekers who start or take over a business, equals a share of their remaining return-to-work allowance entitlements. The increase applies to people whose employment contract ended on or after 1 July 2023; according to the public service website, it accompanies the 25% reduction in benefit duration on 1 February 2023.

Jobseekers starting or taking over a business whose contract ended from 1 July 2023 receive 60% of their remaining entitlements instead of 45%, before a 3% deduction for supplementary pensions. Public service example: €40 a day and 700 remaining days give a lump sum of €16,800 (€16,296 after the deduction).
