Old-age insurance for carers extended
Article 25 of the 2023 amending social security financing law groups in a new Article L. 381-2 of the Social Security Code the free affiliation to old-age insurance of people caring for a relative (old-age insurance for carers), funded by flat-rate contributions from family allowance funds reimbursed by the national solidarity fund for autonomy. The scheme is extended to parents of a disabled child entitled to a supplement of the disabled child education allowance, even below the disability-rate threshold, and to carers of a disabled adult without any cohabitation requirement. It also covers recipients of the daily carer allowance or carer leave and self-employed workers who stop working.

Measure impact
Carers not working or working part-time: pension quarters credited without personal contributions. The impact assessment expects about 32,000 new beneficiaries among parents of disabled children and 5,900 carers of non-cohabiting adults, at a cost of €140m per year from 2024 for the autonomy branch.
