Lower tax relief for biofuels and partial energy tax refund to farmers for 2007
Article 35 of the 2008 Finance Act reduces the excise duty relief granted to approved biofuels (Article 265 bis A of the Customs Code): €22 per hectolitre instead of €25 for vegetable oil methyl esters (biodiesel), and €27 instead of €33 for ethanol and its derivatives. In return, it grants farmers a partial refund of taxes on 2007 purchases: €5 per hectolitre of off-road diesel, €1.665 per 100 kg of heavy fuel oil and €1.071 per MWh of natural gas. The article comes from a Senate finance committee amendment.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Biofuel producers and distributors receive a smaller tax advantage per hectolitre; farmers obtain a partial refund of taxes on off-road diesel, heavy fuel oil and natural gas bought in 2007. According to the Senate finance committee, the lower biofuel relief would bring in €155 million and the farm refund would cost €150 to €160 million, the two measures being meant to balance out.
