Energy savings certificate bonus extended to new industrial plants covered by the carbon border adjustment mechanism
The order of 23 July 2026 amends article 5-1 of the order of 29 December 2014 on energy savings certificates. The bonus for specific industrial operations at installations covered by emissions trading (article L. 229-5 of the Environment Code) that produce goods covered by the carbon border adjustment mechanism (Regulation (EU) 2023/956) is extended to new installations, on existing or new sites, provided the energy carrier used emits no direct CO2. For existing installations, the operation must replace a fossil carrier with one that emits no direct CO2. Operations must be declared within thirty days of their start and by 15 October 2026 at the latest.
