2023 electricity price shield extended to micro-businesses
Section VIII of Article 181 of the 2023 Finance Act caps the 2023 increase in regulated electricity tariffs at 15% including taxes and compensates suppliers that apply this cap, including in market offers, to identified non-residential consumers. Decree No. 2022-1774 of 31 December 2022 limits the benefit for professionals to entities with fewer than ten people and turnover, revenue or balance sheet not exceeding €2m, for sites with a subscribed capacity of 36 kVA or less.

Measure impact
Eligible micro-businesses get a 2023 price aligned with the regulated tariff capped at +15%, upon a sworn statement sent to their supplier. The statement template annexed to the decree also refers to specific terms capping the price at an average of €280/MWh over 2023 for micro-businesses that signed or renewed their contract in 2022.
