Energy savings certificates for deep renovation restricted to homes rated E, F or G; 'Coup de pouce' bonus refocused on social housing houses
The order of 17 August 2026 amends the BAR-TH-174 (house) and BAR-TH-175 (flat) standardised operation sheets of the energy savings certificate scheme: they now apply only to homes rated E, F or G before works. BAR-TH-174 requires that, after works, heating and hot water no longer include any fossil-fuel equipment (except connection to a heat network). The 'Coup de pouce Rénovation d'ampleur' bonus is refocused on houses managed by social or intermediate housing landlords that are not eligible for Anah aid; only the new 'houses' charter can be signed.
