New calculation of the reference daily wage for unemployment benefits
Decree No. 2021-346 of 30 March 2021 changes the calculation of the reference daily wage (SJR) that determines unemployment benefits: wages in the reference period are divided by all days between the first and last day of employment, including periods without work, with a floor limiting the drop. Postponed by Decree No. 2021-843 of 29 June 2021, the measure applies to contracts ending from 1 October 2021 (Decree No. 2021-1251 of 29 September 2021).

Measure impact
Affects new recipients whose contract ends from 1 October 2021, especially those alternating short contracts and periods without work: lower daily benefit but longer benefit duration. Unédic estimated that 1.15 million recipients would open a claim with a benefit 17% lower on average in the first year.
