Free emergency contraception without prescription in pharmacies for all women
Article 32 of the 2023 Social Security Financing Act removes the prescription requirement for the reimbursement of emergency contraceptive medicines dispensed in pharmacies and covers them in full, with no upfront payment, for all insured women regardless of age. Until then, free access without prescription was limited to minors; adult women needed a prescription to be reimbursed at 65%. The measure takes effect on 1 January 2023.

Measure impact
Any woman can obtain emergency contraception (the morning-after pill) free of charge in a pharmacy without a prescription. The impact assessment of the bill puts the net cost for health insurance at €16 million a year, after deducting avoided consultations.
