Creation of the youth commitment contract and its allowance
Article 208 of the 2022 Finance Act replaces the Youth Guarantee with the youth commitment contract (Article L. 5131-6 of the Labour Code), intensive support of 15 to 20 hours a week offered by local youth employment centres and Pôle emploi to 16- to 25-year-olds (29 for people with disabilities) not in employment or training. A monthly means-tested allowance is paid; Decree No. 2022-199 of 18 February 2022 sets it at €500 for an adult from a non-taxable household, €300 for a household taxable in the first bracket and €200 for a minor (€285, €171 and €114 in Mayotte). It is exempt from income tax and CSG.

Measure impact
Young people aged 16 to 25 not in employment or training and willing to commit to an intensive programme: allowance of up to €500 per month. The associated government funding amendment added €550.8m in 2022.
