Gradual abolition of the financial institutions contribution: rate of 0.80% then 0.40%
Article 15 of the 2003 Finance Act phases out the financial institutions contribution (Article 235 ter Y of the General Tax Code), based on the staff costs and expenses of banks and financial institutions. Its rate is set at 0.80% for the contribution due in 2003 on 2002 expenses and at 0.40% for the contribution due in 2004 on 2003 expenses; it no longer applies to expenses incurred from 2004. In return, the tax credit linked to contributions to guarantee funds (Article 235 ter YA) can no longer be set against the contribution from 2003.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Concerns banks and financial institutions. According to the Senate, the contribution raised about €430 million in 2002; removing the tax credit makes the measure neutral in 2003, and its cost is then estimated at €165 million in 2004 and €176 million in 2005.
