Creation of the transmission tariff contribution (CTA) on electricity and natural gas
Article 18 of the Act of 9 August 2004 creates a contribution on electricity and natural gas transmission and distribution services, paid to the national pension fund of the electricity and gas industries (CNIEG) to finance pension rights accrued before 31 December 2004 for network activities. It is levied on the fixed part of the network tariff and collected by network operators and suppliers, and applies from 1 January 2005. Decree 2005-123 sets the collection rules and the order of 26 May 2005 sets the rates: 10% (electricity transmission), 20.4% (electricity distribution), 5.3% (gas transmission) and 15.7% (gas distribution). Act 2005-781 of 13 July 2005 later set the electricity transmission rate at 6.5% from 1 January 2005.

Measure impact
All electricity and natural gas consumers pay the contribution, added to the network part of their bill; for regulated-tariff customers it was initially taken out of existing tariffs. The revenue goes to the CNIEG, not to the State budget.
