Creation of the retirement-equivalent allowance (AER) for jobseekers with 160 quarters before age 60
Article 144 of the 2002 Finance Act rewrites Article L. 351-10-1 of the Labour Code and creates the retirement-equivalent allowance. It is paid, subject to means testing, to jobseekers who have at least 160 validated pension quarters before age 60. For its recipients it replaces the specific solidarity allowance or the minimum integration income, follows on from or tops up exhausted unemployment benefit, and guarantees total resources of at least €877 a month. It succeeds the specific waiting allowance. Decree 2002-462 of 5 April 2002 sets its full daily rate at €28.83.
