Solidarity allowance for the elderly (ASPA) replacing the old-age minimum benefits
Decrees No. 2007-56 and No. 2007-57 of 12 January 2007 implement Order No. 2004-605 of 24 June 2004 simplifying the old-age minimum. They rewrite Chapter V of Title I of Book VIII of the Social Security Code to create the solidarity allowance for the elderly (ASPA), a single benefit that replaces, for new applicants, the layering of first-tier allowances and the supplementary allowance of the Old-Age Solidarity Fund. The qualifying age is 65, lowered to 60 for people unfit for work and similar cases. The maximum amount is €7,323.48 a year for a single person and €13,137.69 for a couple of recipients (values at 1 January 2006, later uprated). The supplementary disability allowance gets a separate chapter. Existing recipients keep their allowances unless they irrevocably opt for the ASPA.
