Creation of the integration-minimum activity income contract (CI-RMA) and transfer of RMI to the départements
Act No. 2003-1200 of 18 December 2003 transfers responsibility for the minimum integration income (RMI) to the départements from 1 January 2004, the département replacing the State in its rights and obligations (Art. 52); the transferred costs are offset by a share of a State tax set in the Finance Act (Art. 4). Article 43 creates the integration-minimum activity income contract, a fixed-term part-time employment contract concluded by an employer that has signed an agreement with the département, reserved for RMI recipients facing particular difficulties in finding work. The employee receives a minimum activity income at least equal to the hourly minimum wage times hours worked; the employer receives from the département an aid equal to the RMI guaranteed to a single person, minus the housing allowance deduction. Decree No. 2004-300 of 29 March 2004 sets out the rules.
