Creation of aid for electro-intensive companies exposed to carbon leakage risk (carbon cost compensation)
Article 68 of the 2016 Finance Act creates article L. 122-8 of the energy code: aid is paid to companies in sectors exposed to a significant risk of carbon leakage due to the pass-through of EU emission allowance costs into electricity prices (indirect costs). The aid equals 85% of costs incurred in 2015, 80% in 2016, 2017 and 2018, then 75% in 2019 and 2020; it is paid the year after the costs. The text enters into force upon receipt of the European Commission's reply on its compliance with State aid rules.

Measure impact
Electro-intensive manufacturers (aluminium, chemicals, paper, steel, etc.) receive partial compensation for the extra electricity cost linked to the EU carbon market. The allowance price used for 2015 costs is set at €5.91 per tonne.
