Creation of the public electricity service contribution (CSPE)
Article 37 of the Act of 3 January 2003 replaces, from 1 January 2003, the public electricity generation service fund with contributions payable by final electricity consumers in proportion to their consumption. They offset the extra costs of the purchase obligation, price equalisation in non-interconnected areas and social tariffs. The amount per kilowatt-hour is set each year on a proposal from the Energy Regulatory Commission; it is set at 0.33 euro cent per kilowatt-hour for 2003. The contribution is capped at €500,000 per site and at 7% of the benchmark kilowatt-hour sales tariff.
