Creation of the enhanced zero-interest loan (PTZ+) without income conditions

Article 90 of the 2011 Finance Act creates a new interest-free loan for buying a first main residence, new or existing (Articles L. 31-10-1 et seq. of the Construction and Housing Code), with no income condition. Its amount depends on the area, whether the home is new or old and its energy performance; the term and deferral of repayment depend on the borrower's income. Banks are compensated by a tax credit (Article 244 quater V of the General Tax Code). The PTZ+ replaces the former zero-interest loan, the Pass-foncier and the tax credit on mortgage interest. It covers loans issued from 1 January 2011 to 31 December 2014; an income condition was reinstated on 1 January 2012.
