Creation of the solidarity levy on airline tickets for the Solidarity Fund for Development
Article 22 of the 2005 Amending Finance Act creates a solidarity fund for development, managed by the French Development Agency (AFD), and adds to Article 302 bis K of the General Tax Code a surcharge on the civil aviation tax levied on each passenger boarding in France. The surcharge is set by decree within a limit of €1 (flights to the European Union) and €4 (other destinations), or €10 and €40 when the passenger enjoys on-board services not available free of charge to all passengers (premium classes). It does not apply to transfer passengers. Decree no. 2006-663 of 6 June 2006 sets the amounts from 1 July 2006. Revenue is transferred monthly to the AFD.
