Electricity public service contribution (CSPE): capped automatic increase, then set at €9/MWh
Article 37 of the 2011 Finance Act amends Article 5 of the act of 10 February 2000 on the electricity public service. If no ministerial order sets the amount of the electricity public service contribution (CSPE) before 31 December of the previous year, the amount proposed by the Energy Regulatory Commission enters into force on 1 January, within a maximum increase of €0.003/kWh (€3/MWh) over the previous amount; this mechanism applies from the 2011 contribution. The cap per consumption site rises from €500,000 to €550,000 and is then indexed. Article 56 of the amending finance act of 29 July 2011 then sets the contribution, by derogation, at €0.009/kWh (€9/MWh) until 30 June 2012, then €0.0105/kWh from 1 July to 31 December 2012.
Measure originators
No official estimate found for this measure.
Measure impact
Electricity consumers pay a higher contribution on each kilowatt-hour to finance public service charges (renewable purchase obligations, tariff equalisation, social tariffs). As the CSPE was not State budget revenue, no budget estimate was retained.
