Free supplementary health cover granted automatically to new RSA recipients and made easier for ASPA recipients
Article 88 of the 2022 Social Security Financing Act provides that free supplementary health cover (C2S) is granted automatically to recipients of the active solidarity income (RSA), unless they object. Recipients of the old-age solidarity allowance (ASPA) with no work activity during a reference period are deemed to meet the income condition for C2S with a contribution. The article also allows beneficiaries to give up the C2S at any time, at no cost.
Measure originators

Measure impact
Since 1 January 2022, a person applying for the RSA gets free C2S without a separate application, unless they object; according to the social security directorate, grants made through the RSA application rose from about 2,500 a month in 2021 to more than 15,000 a month in early 2022. Since 1 April 2022, ASPA recipients no longer have to prove their income for C2S with a contribution. Estimated cost: €8m (RSA) and €1.1m (ASPA) in 2022.
