Farm precautionary savings deduction: economic hazard and animal or plant diseases, scheme extended to 2028
Article 31 of the 2026 budget act extends the farmers' precautionary savings deduction (Article 73 of the CGI (General Tax Code)) to financial years ending until 31 December 2028. It widens the hazards that allow savings to be released with partial exemption: economic hazard (a fall in the year's value added of more than 10% compared with the average of the three previous years, or more than 15% under the other reference period), subject to crop insurance and a chartered accountant's certificate, and an outbreak of animal or plant disease or a compensable environmental incident. Amounts left untaxed for an economic hazard may not exceed 40% of the ceiling.

Measure impact
Concerns farmers under the actual profit regime who have built up precautionary savings: they can use them after a fall in value added or a health crisis with reduced tax, and keep deducting new amounts until financial years ending in late 2028.
