Exceptional grant to municipalities hit by the civil-service pay rise and inflation (2022)
Article 14 of the amending finance law of 16 August 2022 creates for 2022, as a levy on State revenue, a grant for municipalities and inter-municipal bodies whose gross savings were below 22% of operating revenue at end-2021 and fell by more than 25% in 2022, mainly because of the civil-service pay-point increase (Decree 2022-994) and inflation on energy and food. The grant covers 50% of the extra pay-point spending and 70% of the extra spending on energy, district heating and food. Article 15 sets aside €430 million for it.

A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Applies to municipalities and inter-municipal bodies whose financial or tax potential per inhabitant is below twice the average of their category and which meet both gross-savings criteria. An advance could be requested before 15 November 2022 (Decree 2022-1314 of 13 October 2022), with the balance calculated on the 2022 accounts.
