Property transfer duties (DMTO)
The Loi de finances 2025 (2025 budget act) gave financially struggling departmental councils new room for manoeuvre. From 1 April 2025, departments are allowed to raise their property transfer duty rate (DMTO, 'notary fees') from 4.5% to a maximum of 5%
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
More than one third of departments voted for +0.5 points. Seine-Saint-Denis adopted the maximum rate of 5% from 1 April 2025; Val-de-Marne from 1 May 2025. Around 80 departments (out of 101) will apply the 5% rate in 2025. Increases 'notary fees' by several hundred euros for property buyers.
