Obligation to contribute to recycling of clothing textiles, footwear and household linen
Article 69 of the 2007 Finance Act creates Article L. 541-10-3 of the Environment Code: from 1 January 2007, anyone who professionally places new clothing textiles, footwear or household linen intended for households on the French market must contribute to or provide for the recycling and treatment of the resulting waste. They do so either by paying a financial contribution to a body approved by the environment and industry ministers, which supports sorting operators and local authorities, or by setting up an approved individual system. The calculation of the contribution, conditions favouring the employment of disadvantaged people and penalties are left to a Council of State decree.

Measure impact
Companies placing clothing, footwear and household linen on the market fund the collection, sorting and recycling of these used products. The contribution amount depends on the approved body's schedule, set after the implementing decree. This is an extended producer responsibility scheme paid to a private body, not a tax collected by the State.
