Increase in the air ticket solidarity tax for the transport infrastructure agency (eco-contribution)
Article 72 of the 2020 Finance Act raises the rates of the air ticket solidarity tax (Art. 302 bis K CGI) from 1 January 2020: €2.63 (economy) and €20.27 (business) for a destination in France, the EU, the EEA or Switzerland; €7.51 and €63.07 for other destinations. Revenue goes to the development solidarity fund and then to the transport infrastructure financing agency (AFITF), within ceilings. Flights to Corsica, between the overseas territories and mainland France and public-service-obligation routes receive a reduction (€9 or €1.50), whose entry into force depends on European Commission approval. From 2021, rates are set by order within a range.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Passengers departing from France pay €1.50 to €18 more per ticket depending on class and destination. According to the Senate general report, the expected yield of the increase is €230 million a year.
