Emplois francs: hiring subsidy for jobseekers from priority neighbourhoods (2018-2019 pilot)
The 2018 Finance Act sets up, as a pilot from 1 April 2018 to 31 December 2019, a State subsidy called emplois francs paid to companies hiring, on a permanent contract or a fixed-term contract of at least six months, a jobseeker living in a priority urban neighbourhood on a list set by order. Decree No. 2018-230 of 30 March 2018 sets the conditions.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
According to the Government amendment, the subsidy is €5,000 a year for up to three years (€15,000) for a permanent hire and €2,500 a year for up to two years for a fixed-term contract of at least six months. Planned 2018 cost: €11.7m in payment appropriations (€458m in commitments over 2018-2022).
