Pilot "emplois francs" hiring aid for young people from deprived urban areas (2013-2015)
The decree of 26 June 2013 created for three years a flat-rate State aid for private-sector companies hiring on a full-time permanent contract a person under 30 who had lived for at least six months in a sensitive urban zone of municipalities listed by order and had been seeking work for at least twelve of the previous eighteen months. The aid, granted by Pôle emploi within an annual budget, was set by an order of the same day at €5,000 paid in two instalments.

Measure impact
The pilot covered about thirty municipalities (including Amiens, Clichy-sous-Bois, Grenoble, Lille, Marseille and Toulouse). Decree No. 2015-811 of 2 July 2015 ended it early, from 5 July 2015.
