CVAE abolition spread out to 2027 with a gradual rate cut
The 2024 Finance Act postpones from 2024 to 2027 the abolition of the corporate value-added contribution (CVAE) planned by the 2023 Finance Act. The maximum rate falls to 0.28% in 2024, and was then to be 0.19% in 2025 and 0.09% in 2026 before abolition; the minimum contribution is abolished from 2024 and no CVAE is due when the annual amount does not exceed €63. The rate of the additional tax for chambers of commerce is adjusted accordingly.

Measure impact
According to the Government's impact assessment, compared with the full abolition planned for 1 January 2024 by the 2023 Finance Act, the staggered schedule brings the State about €3bn more revenue in 2024, €1.8bn in 2025 and €1bn in 2026; compared with keeping the CVAE at its 2023 level, it costs €0.9bn in 2024. The schedule was later changed by the 2025 Finance Act (rate kept at 0.28% in 2025) and the 2026 Finance Act (entry report-reduction-cvae-2026).
