Agricultural seasonal workers (TO-DE) exemption narrowed: forestry contractors excluded and employee exemption ended

The 2015 Finance Act excluded from the social contribution exemption for hiring seasonal agricultural workers and jobseekers (TO-DE) tasks carried out by forestry contractors, and abolished the related exemption from employee contributions. The scheme remains focused on employer contributions.

Measure impact

Agricultural employers of seasonal workers and forestry contractors, for wages paid from 1 January 2015. The employees concerned no longer benefit from the employee contribution exemption. The scheme was amended again in 2019 and made permanent in 2025 (existing entries).
