Hiring exemptions in rural revitalisation (ZRR) and urban redevelopment (ZRU) zones made degressive
Article 133 of the 2008 Finance Act amends the employer contribution exemptions for hiring in rural revitalisation zones (ZRR) and urban redevelopment zones (ZRU). Until then, the exemption applied to the share of pay below 1.5 times the minimum wage, whatever the salary. It becomes full up to 1.5 times the minimum wage, then decreasing on a scale set by decree, and zero from 2.4 times the minimum wage. The rule applies to employment contracts taking effect after 1 January 2008; earlier contracts remain under the old regime.
Measure originators

Measure impact
Employers hiring in a ZRR or ZRU employees paid more than 1.5 times the minimum wage receive a smaller exemption, falling to zero from 2.4 times the minimum wage. The expected saving was €16 million.
