Closure of the special pension schemes of RATP, the gas and electricity industries, Banque de France and notary clerks to new hires
Article 1 of the 2023 amending social security financing law restricts the special pension schemes to employees hired before 1 September 2023 at RATP, Banque de France, the electricity and gas industries (IEG) and the notary clerks' pension fund (CRPCEN). People hired from that date fall under the general scheme and the standard supplementary schemes. New members of the Economic, Social and Environmental Council are also affiliated to the general scheme. Staff already employed keep their scheme, whose age parameters are aligned with the reform (Decree No. 2023-690 for RATP).

According to the impact assessment, the net financial effect is small in the short term (contributions shifted to the general scheme and Agirc-Arrco, higher State subsidy to the RATP scheme).
