Departmental mobilisation fund for young adults leaving child protection (€800m in 2027)
The amendment creates in the General Code of Local Authorities (Art. L. 3334-16-4) a departmental mobilisation fund for young adults leaving child protection, in the form of a levy on State revenue for the départements, endowed with €800 million in 2027. A first share of €500 million is allocated according to support spending for young adults, the 2027 budget forecast and the number of 17-year-olds in child welfare care; a second share of €300 million funds innovative projects by departmental councils for the inclusion of young adults. Details are set by decree after consulting the local finance committee.
