Creation of the solidarity fund for very small businesses hit by the health crisis
The ordinance of 25 March 2020 creates a State-funded solidarity fund, open to regional contributions, that pays aid to businesses hit by the covid-19 epidemic. The decree of 30 March 2020 sets the conditions: at most 10 employees, turnover below €1 million, taxable profit below €60,000, and an administrative closure or a turnover loss of at least 70% in March 2020. The main aid is €1,500 (or the amount of the loss if lower); a complementary aid of €2,000 is handled by the regions.

Measure impact
Self-employed workers and very small businesses that were closed or lost at least 70% of turnover in March 2020 could claim a flat €1,500 online before 30 April 2020, then a €2,000 complementary aid from their region. Criteria were widened by later decrees in 2020.
